An ethics initiative embraced by Arkansas' top Democrats and Republicans has failed to qualify for the ballot, while supporters of casino legalization and tax hike proposals have turned in thousands of signatures in an effort to take their measures before voters this November. The severance tax proposal and a medical marijuana measure that has already been submitted are initiated acts and need at least 62,507 signatures.
